Northern Ireland Troubles Bill: Second Reading

The House of Commons met on Tuesday 18 November 2025 to debate the Bill at second reading.

This Bill amends the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023 and puts in place mechanisms to address the legacy of the Troubles in Northern Ireland. The Bill, amongst other measures, reforms the structure and governance of the body established to investigate legacy cases; changes information disclosure and next of kin participation in cases; and ensures a human rights compliant procedure for investigations.

A reasoned amendment to the Bill was rejected and the Bill was read a second time: Ayes 320, Noes 105.

The Bill will now proceed to a Committee of the Whole House.
